Organizations and individuals engaged in the trading of industrial precursor chemicals must comply with the provisions stated in Clause 2, Article 9 of Decree No. 113/2017/ND-CP and must meet operational requirements as prescribed in Articles 4, 5, 6, and 7 of the same Decree, in addition to the following conditions:

a) Must possess valid invoices and documents proving the origin of the precursor chemicals from manufacturers, importers, or suppliers.

b) Must maintain a dedicated record book for tracking precursor chemicals, containing information such as:

• Full name and registered address of the organization or individual

• Telephone and fax numbers

• Name and quantity of precursor chemicals purchased, sold, and in stock

• Intended use of the precursor chemicals

During the course of production and business operations, organizations and individuals must have appropriate management and control measures for precursor chemicals and bear full legal responsibility for any loss or misuse.

╰❥ Application dossier and procedures for issuance of import/export licenses for precursor chemicals

Organizations and individuals intending to import or export industrial precursor chemicals are required to obtain a license issued by a competent authority. This license is a mandatory condition for customs clearance procedures.

The license application dossier must include:

a) A written request for the import/export license of precursor chemicals, using the official form as prescribed in Clause 9 of this Article.

b) A copy of business registration documents for first-time applicants (organizations or individuals).

c) A copy of the relevant commercial documents, such as contracts, purchase agreements, orders, memorandums of understanding, or invoices clearly stating the name and quantity of precursor chemicals.

d) A report on the current status of import, export, trading, and use of precursor chemicals under the most recent license (required for Group 1 precursor chemicals).
